THE ESSENTIALS
Before you start
- A private garage alone does not establish an insurance exemption.
- Withdrawal and prohibition of use require a procedure or verifiable measure.
- Liability insurance duties and protection for the car itself are different questions.
A garage is not an automatic exemption
Portugal’s gov.pt guidance explains that motor insurance duties may continue while a vehicle is parked in a garage or on private land. This guide concerns an ordinary car that remains registered and fit for use, stored by its owner’s choice.
Article 1-A(3) of Decree-Law 291/2007 defines use by consistency with the vehicle’s normal transport function, regardless of the terrain and whether it is stationary or moving. Private location alone does not settle the insurance duty or the assessment of a particular accident.

Withdrawal from use means more than putting keys away
The current Article 4(4)(b) excludes the duty for vehicles temporarily or permanently withdrawn and prohibited from use through an administrative procedure or another verifiable measure. Putting keys in a drawer or stating that you do not intend to drive does not establish those requirements.
If a formal measure exists, collect its document, issuing authority, duration and conditions for returning the vehicle to use. Ask how that measure applies before changing the policy. Low mileage, repair, sale and scrapping must not be presented as identical situations.
Describe the actual case without assuming the answer
Rui records the registration status, storage location and plan to use the car again in spring. The story involves no decision withdrawing and prohibiting its use. Clara suggests presenting those facts accurately rather than simply asking to cancel because the car is parked.
As practical preparation, ask whether the declared use remains accurate and request options for comparing future protection. Do not invent mileage, drivers or an administrative measure to obtain a price. Seek appropriate clarification from the competent body if the vehicle’s legal status is uncertain.
Separate liability duties from protection for the car
Clarifying compulsory insurance does not settle every question about the stored car. Identify optional covers you want to assess, such as theft or fire, and check the contract’s conditions. This article does not promise payment for any damage occurring in a garage.
Do not stop payments to test whether the contract ends. First clarify the procedure, effective date and requirements before using the vehicle again. To prepare a new quotation, select Motor in RMACHADO’s request; for an existing policy, use Support and claims. A website request neither activates insurance nor cancels a policy.
