Using a PPR for a home loan instalment: is that the same as early repayment?

Sofia Lobo has heard that a PPR can help pay for a home and asks whether she can use the whole balance to reduce her debt immediately. In this fictional story, Clara Mota separates instalment payments from early repayment and prepares questions for the responsible entities.

THE ESSENTIALS

Before you start

  • The legal ground concerns mortgage instalments for the participant’s own permanent home.
  • The contract’s age does not remove the need to check contribution history.
  • Identify the loan, instalments and legal basis in the request.

Start with the transaction you intend

Under the general regime, Article 4(1)(g) of Decree-Law 158/2002 provides for using a PPR to pay instalments of credit secured by a mortgage over the participant’s own permanent home. Article 5(3) covers overdue instalments and each future instalment as it falls due.

Paying an instalment when due is different from paying an extra amount to reduce outstanding capital early. State which transaction you mean when preparing the request. The word “repayment” alone does not explain the legal ground for withdrawing from the PPR.

Five years: check contributions, not just opening

Article 4(2) requires five years from each contribution for that ground. Paragraph 3 permits full withdrawal after five years from the first contribution if contributions made in the first half of the term represent at least 35% of the total. Applying this rule requires the history.

Fictional exercise: Sofia opened the plan six years ago but contributed recently too. The opening date alone does not establish the amount available. She asks the manager to identify the contributions considered, their dates and the calculation, rather than assuming the entire balance became available on the fifth anniversary.

The lender’s statement connects the amount to the loan

Ordinance 1453/2002 provides for a lender’s statement of instalment amounts to be paid using the withdrawal. It also addresses joint borrowing and the exception where the plan is common marital property. Do not assume one participant’s name justifies paying the full joint instalment.

Ask the lender and plan manager about the procedure, documents and lead time required. The statement should identify the loan and instalments to which the money relates. Do not suspend a direct debit or miss an instalment simply because you have started asking about the PPR.

An old report may concern a temporary exception

Tax ruling summary PIV25797, dated 24 October 2024, discusses an exceptional regime applying until 31 December 2024, including early repayment under certain conditions. That dated information does not demonstrate equivalent permission in November 2026. This guide uses the cited general regime rather than carrying an old exception into the present.

Before giving instructions, request the current legal basis, gross amount, costs, stated tax and net proceeds. Confirming a legal withdrawal ground does not promise the absence of every cost or tax. Clarify personal tax questions with the Tax Authority or a qualified professional.

Consider the effect on savings before deciding

Using a PPR for the home changes the amount remaining for future saving. Clara asks Sofia to compare the intended monthly relief with that goal and the contract’s costs and risks. This guide recommends neither withdrawal, retention nor subscription and calculates no individual advantage.

To consider an insurance-based solution, select Vida Financeiros on the RMACHADO website and state your goal. PPRs can take other forms; this mediation does not present that contact as a credit service or withdrawal instruction. Clarify an existing plan with its manager through the appropriate private channel.
