THE ESSENTIALS
Before you start
- The €50,000 minimum applies to each policy year.
- It is not a fresh minimum amount for every claim or injured party.
- Read the actual policy limit and assess suitability separately.
An annual rule, rather than a multiplication by incidents
Point 3 of Portaria 585/2004 sets a €50,000 minimum for each policy year, regardless of the number of incidents or injured parties. DGAV continues to reference this instrument in its dangerous and potentially dangerous animal guidance.
Article 10 of Decree-Law 315/2009 establishes liability-insurance obligations for the keepers concerned. Diário da República marks the portaria as conditionally in force; article 44 of the decree-law links its repeal to the corresponding implementing rules taking effect. Establish the applicable regime before comparing limits.

Use arithmetic to expose the difference
Fictional illustration of limits only: assume a €50,000 annual policy limit and two amounts of €30,000 relating to incidents in the same policy year. They total €60,000. Treating the limit as a fresh €50,000 for each incident would conceal that difference.
This arithmetic establishes neither payments nor their order, liability or cover. An actual settlement depends on the facts and applicable terms. After an incident, request clarification from the insurer about the remaining available limit instead of inferring it from the amounts claimed.
Read the limit actually offered
Copy the proposed amount and its basis into your comparison: per policy year, per incident or another contractual basis. If several limits appear, ask how they interact. A statutory minimum does not mean every proposal necessarily offers exactly that amount.
Editorial method: keep four private fields for the limit, its reference period, additional limits and the outstanding question. Complete a verbal statement such as «fifty thousand» with the document reference and period. These notes help you check information; they do not certify policy compliance.
The legal minimum and sufficient protection are separate questions
The minimum is not a universal recommendation. Describe the keeping arrangements and planned uses accurately, and request alternatives and differences in scope. Do not select a limit solely because it matches the lowest statutory figure.
Point 5 of the portaria concerns events in mainland Portugal, the Azores and Madeira. Raise foreign travel separately rather than assuming a Portuguese limit applies in every country. The insured amount alone does not explain territory, exclusions or covered activities.

Prepare the review before relying on the policy
For a Pet liability quotation, provide the known classification and ask about the actual annual limit and available options. If the animal’s classification is unclear, check with the competent authority; this guide does not classify it.
RMACHADO can help organise the comparison. A quotation confirms neither acceptance nor compliance with other keeping obligations. For an existing incident, use the current policy’s support process. Do not post injured parties’ details or animal documents on social media.
