THE ESSENTIALS
Before you start
- Classify the vehicle before drawing a conclusion.
- ANSR explains the exclusion for cycles within the legal definition.
- Compulsory insurance and the protection you want are different questions.
ANSR’s answer has a defined scope
In its clarification dated 19 June 2025, ANSR says vehicles meeting Article 112(1), (2) and (3) of the Highway Code are not subject to compulsory motor liability insurance as a condition of public-road use. That conclusion depends on the classification, rather than anything marketed as a bicycle.
Keep the technical documents and identify what is known about the model. Do not replace missing specifications with a limit taken from an insurance form.
For assisted bicycles, check more than speed
Article 112 defines an assisted cycle with auxiliary continuous rated power up to 1.0 kW, assistance progressively reduced and cut off at 25 km/h or sooner if pedalling stops. How assistance works matters; the number «25 km/h» alone is insufficient.
These limits are not modification instructions or approval of a particular model. If the vehicle has changed or its documents are unclear, seek competent technical characterisation and confirm the classification with the authority.

Absence of this duty does not settle possible losses
To identify the protection you want, list third-party damage, your own injuries, theft or damage to the cycle, and assistance separately. Then check any existing contract with relevant scope. This is a way to organise needs; it does not establish that family liability or another policy includes the use.
Inês has a student budget and wants to avoid paying twice for the same function, but she also does not assume another policy solves everything. Clara helps request the relevant benefit reference and terms, rather than choosing solely by the cheapest premium.
Explain actual use before requesting a quotation
Say whether use is private, for work or at an event, and whether the cycle has electric assistance. Clarification about ordinary road use does not answer an organiser’s duties or a different activity’s requirements.
You can request a Bicicletas/Ciclo quotation from RMACHADO. The proposal must be assessed for the vehicle and use described; issuing insurance does not replace checking lawful road-use conditions. Personal documents belong only in the designated channel.
KEEP THESE QUESTIONS
Your checklist for the next conversation
- Obtain technical documents and identify modifications.
- Confirm the classification where uncertain.
- Separate liability, injuries, cycle protection and assistance.
- Describe actual use when requesting a quotation.
